Dubai ruler launches 50-yr charter for improving residents’ lives

Dubai — Mubasher: Dubai Ruler Mohammed bin Rashid has launched a new “Fifty Year Charter” to improve life in the emirate in 2019, with commitments to upgrade education, healthcare, philanthropy, self-sufficiency and the economy.

“This is a charter that represents our pledge and promise towards enhancing the life of people in Dubai in 2019,” bin Rashid, who doubles as the UAE’s Vice President and Prime Minister, said in a statement.

He added that “a new charter shall be launched on January 4 every year.”

Marking bin Rashid’s 50 years of service to the UAE, the charter outlines schemes to improve the quality of life in Dubai for its citizens and residents over the next 50 years.

The announcement of the nine-article document came a day after the Dubai Ruler announced eight guiding principles aimed at guiding future generations in the GCC emirate.

“Our guidance to everyone is to act in accordance with this charter, and in accordance with the Eight Principles of Dubai document, which we have launched, to ensure continued prosperity,” according to the document.

The first article will ensure that Dubai turns to a key crossroad between East and West and North and South by setting up its “own Silk Road” in cooperation with its neighbours, Arabian Business reported, citing the charter.

The second article will focus on developing special, full-fledged geo-economic zones in Dubai, while the third artcile aims to build “the first commercial city in the region”.

The city will “grant commercial licenses without having to reside in Dubai” and “allow investors to open bank accounts and grant e-residencies,” according to the charter.

The fourth article seeks to establish a centralised education database for all citizens, in which academic degrees, classes, training courses and conferences attended will be recorded.

The fifth article entails providing medical consultations available around the clock through a network of thousands of doctors, specialists and medical consultants.

The next article will create free economic and creative zones in Dubai universities, while the seventh article calls for the establishment of a full-fledged scheme that allows for at least 10% of citizens’ homes to be self-sufficient when it comes to water, food and energy.

The eighth article included a proposal for a long-term programme aimed at providing new sources of income for citizens, upgrade the quality of services through privatisation and set up cooperative companies in a number of sectors.
